基于对趋利避害人性特点的认识而形成的功利主义理论,长期以来影响着政府公共政策的选择。功利主义价值取向的公共政策在推动经济发展的同时,在认识上与实践上均面临困惑,且无法避免急功近利政策行为产生的负面影响。反思功利主义价值取向的公共政策,纠正公共政策行为急功近利倾向是必要的。

Based on the recognition and acceptance of the profit-driven and harm-avoiding human nature,utilitarianism theory has exerted an influence on governmental public policy making for a long time.While public policy of utilitarianism value selection can be able to promote economic development,it is faced with dilemma in cognition and practice and it can't avoid negative influence because of the policy behaviour of craving instant success and benefit.It is necessary to reflect on public policy of utilitarianism value selection and correct the trend of the policy behaviour of craving instant success and benefit.
