Tentative Analysis on the Phenomenon of Begging in China

我国在社会转型过程中,形形色色的社会问题大量涌现。行乞现象就是一个比较突出的问题。我国针对行乞一般是以政府管制为主,在立法方面多数是行政条例的形式颁布,还没有上升到法律的高度。目前由行乞引发的社会现象是值得深思的,从行乞的现状和原因来论述当前存在的问题,然后再以社会分层理论来分析当今社会的行乞现象,并提出相应改进措施。

Since China is going through social transformation, all sorts of social problems have emerged in large numbers. The phenomenon of begging is one of the prominent problems. The measures towards begging in China are dominated by governmental regulation and administrative ordianee promulgated in the perspective of legislation rather than laws. At present, the social problems caused by begging are worthy of careful consideration. This article, from the aspect of current situation and the reasons for begging, analyzes the phenomenon of begging in today＇s society with the theory of social stratification and proposes appropriate
