摘要
公务用车制度是国际通行的公务消费制度,但中国现行公车制度是革命战争年代供给制的产物,导致运转费用居高不下、利用效率低下超编超标配置、公车私用等问题越来越突出,行政运作成本超越了各级财政的承受能力,公车改革势在必行。公车改革是一场重大的利益再调整和再分配,涉及面大,利益博弈比较明显,其制度设计不仅要解决财政开支庞大的现实问题,更要着眼于长远建立一个可实现良性循环的崭新制度,文章从单轨制、货币化、市场化构建了公车改革的基本制度思想。
The present Official Vehicle - Using System is the result of traditional planned economy, characterized with a set management according to official establishment, official ownership, allowances for operation in many ways, and interior service, the system brings transportation expenses increase and leave a heavier load on finance; vehicles are equipped beyond establishing standard or without permission; official vehicles are used with low efficiency and are often used for private purposes; relationship between leaders and common people is badly affected; As a result, the present Official Vehicle - Using System has to innovate fight away.
In the trend of reform, many patterns have appeared, such as currency reform, rental reform, reimbursement and strengthened management. According to analysis of the existing problems in domestic GPVS and learning foreign GPVS experience, the author will attempt to build a new China - characteristic GPUS adapted to socialism market-oriented economy. Monorail system, market ,currency reform is believed to be the definite way.
