摘要
为了解决多用户交通网络中的拥挤收费路段定位问题,在有不同VOT(时间价值)用户的拥挤收费双层模型的上层模型中,加入满足社会与空间公平要求的约束条件.设计了相应的遗传算法来求解有公平约束的拥挤收费模型.算例结果表明,尽管加入公平约束后的模型不能使交通系统达到最优,但仍旧能够有效缓解交通拥挤,并且所得到的收费方案能被所有不同VOT的用户接受.
In order to solve the toll locations problem for a congestion pricing scheme in a muhiclass network, a constraint that can satisfy social and spatial equity requested by the network users with different VOTs ( value of time) is added into the upper model of a bi-level model. Genetic algorithm is applied to solve the equity-constrained toll design problem. The result of a numerical example indicates that the method introduced here is effective to alleviate the network congestion even if it can not optimize the whole transportation system. It also shows that the pricing scheme can be accepted by all users with different VOTs.
