创新集群是一个系统。在这个系统中,各要素构成、要素之间正式和非正式的联结构成了创新系统的网络体系,它们影响集群的技术创新。在这个网络系统中,创新优势来源于系统合作,高位势企业的技术创新能力决定集群在产业链中的位置,环境和制度是激励创新的动力。21世纪以来,集群的发展对创新的要求越来越高,知识技术传递的速度、深度、广度和传递方式都发生着变化,这些使得创新集群跨区域网络的建立不仅成为必要,而且成为可能。对中国创新集群来说,通过跨区域技术集成弥补创新能力不足成为可行的途径,因此,跨区域建立创新集群的网络系统成为必须。其中,企业技术集成能力不足、创新平台网络中软件系统不发达和制度环境的缺失是需要解决的问题。

It was a whole system for innovation cluster. And in this system, composing factors and their formal and unformal interconnecting formed the system networks, and these networks worked on the technology innovation. Within the system networks, innovation advantage rooted in cooperation, the firms which owned high tech determined the position of cluster on the industry chain, and environment was the impetus. Since the new century, development of cluster required more and more creativity. They deeply changed in speed,depth,scope and mode of technology transformation. It was not only necessary but also possible to build a cross-regional netmorks of innovation cluster. To our country, we could integrate techniques by the cross-regional networks to obtain the high tech. In this plan, the main questions fastened on the firms which was lack of capacity of integrating techniques, innovation flat which was deficiency of software, system and circumstance which was absent.
