重性精神病人家属的负担、需求与政策回应——基于公共政策视角的分析

Analyzing the Burdens and Requirements of Severe Mental Patients' Families and Policy Response on Them In View of Public Policy

基于日益严峻的现实环境和强而有力的倡导,精神卫生问题逐渐纳入公共卫生领域的政策议题。与重性精神病人的治疗权利相比,其家属的经济、照料和身心负担等问题往往容易受到忽视。然而,他们的负担状况与需求满足程度,直接关联着重性精神病人的治疗效果、生活质量乃至外在的社会成本。为此,政策制定者和卫生专家应该将患者家属纳入到一体化的精神卫生体系之中,并基于他们的负担状况与需求领域,从教育、资金、支持网络等方面作出政策回应。

Because of severe situation and powerful advocacy, mental health problems have gradually been involved in public health policy issues. Compared with the severe mental patients＇ treatment rights, their families＇ problems including economy, care, physiological and psychological burden have always easily been neglected. However, their burden and requirement are directly correlated with patients＇ treating effect, life quality and social cost. So policy makers and health professionals should involve patients＇ families into the integrated mental health system, and make response from education, finance and supportive network based on their burden and requirement.
