建立农村人口和计划生育基础管理“以村为主”工作机制的实践与思考

The Practice in and Reflection of the Building of a "Village-Based" Working Mechanism for Grass-root Population and FP Management

针对新时期农村基层人口和计划生育工作面临的宣传教育氛围淡化、依法管理手段弱化、齐抓共管力度退化的突出问题,宿迁市尝试建立了"以村为主"的工作机制,将管理关口、工作重心下移到村,强化乡、村、组逐级分包责任制,健全村两委、村专干、驻村干部三位一体齐抓共管的工作格局,推动了人口计生基础管理村级主体作用的发挥和各项管理服务措施的落实。

The population and family planning work at the rural grass-roots was faced with such issues in the new era as the degradative atmosphere of publicity and education, weakened legal measures and attenuated joint administration. To deal with the problems, Suqian city set up a ＂village-based＂ new working mechanism, transferring the center of gravity down to villages, intensifying the sub-packaged responsibility of towns, villages and groups, improving the working pattern by emphasizing the three-in-one concerted efforts from the two village committees, the village cadres and the stationed officials. The city thus brought into play the village function in population and family planning management, realized the effects of various management measures.
