香港养老保障体系以社会福利合作机制为主,包括养老保险、社会救助和养老服务三部分内容。在不同层次的养老保障体系中,政府和第三方机构、企业、个人都有明确分工,这一机制有效地整合了社会福利资源,极大地提高了福利水平。"香港模式"给内地养老保障体系的完善提供了有益的启示,即要建立养老保险、救助和服务为一体的养老保障体系,明确政府、企业和个人的责任;建立多方参与的养老保障体系,广泛调动一切社会力量,充分发挥家庭、社会成员、企业和民间组织的作用,做到家庭养老和社会养老相互补充。

Hong Kong old-age security is mainly based on the cooperating mechanics of social welfare involving endowment insurance, emergency aid system and old-age service. At the different levels of the mechanisms, the government, third-party agencies, enterprises and individuals respectively have their own duty, which effectively integrates the social welfare resources and elevates the level of Hong Kong＇s social welfare. The Hong Kong pattern provides the beneficial enlightenments to the inland＇s improvement of the old-age security system, that is to say, a multi-level system including endowment insurance, emergency aid system and old-age service should be established; the responsibility of the government, enterprises and individuals should be defined; all nongovernmental sectors together with all the society should be encouraged in a common endeavor to play their role in the security
