建设服务型政府是党的十七大作出的重大决策,实施电子政务是促进服务型政府建设的重要手段。有效推进基于电子政务的服务型政府建设,必须厘清服务型政府的主要特征,明确电子政务对建设服务型政府的促进作用,认清当前电子政务环境下服务型政府的构建所存在的主要问题,并从转变传统行政观念,加大政府机构改革力度,优化政府业务流程,建设以人为本的政府网站,加强安全管理体系建设,加强公务员教育培训与公共服务理论研究等方面入手,综合推进服务型政府建设。

Building a service-oriented government is an important decision made by the 17th National Congress of CPC, and e-government is an important way to promote the construction of service-oriented government. To progress effectively the construction of service-oriented government on the basis of electronics, we must realize the main characteristics of service-oriented government, the promoting effect e-government on the service-oriented one, and the main problems in building a service-oriented government under the present situation. We also should promote comprehensively its construction by transforming the traditional administrative concept, making more efforts to reform government institutions, optimizing gov- ernment operation flow, building human-oriented government websites and the system of security manage- ment, and strengthening educational training of civil servants and the study on public service theory.
