Shortcomings and Standardization of System of Administrative Normative Documents

我国目前的行政规范性文件体系在建构过程中还缺少现代的民主理念,而且还存在着"争权"与"滥权",不同位阶与相同位阶规范相互冲突,制定程序和技术方面缺少必要的规范等问题。为了推进我国的行政法治建设,防止行政权的滥用,必须从多方面对我国行政规范性文件体系进行规范与重构。

Administrative normative documents are playing an important role in public administration. In the phase when idea of public service and rule of law of administration are greatly promoted and developed, the system of administrative normative documents has some problems. In order to get rid of the abuse of administrative power and promote the administrative construction, administrative normative documents should be standardized and reconstructed.
