我国大部制背景下交通警察权限归属之重构

Reconstruction of Adscription of Traffic Police Authority under the Context of Grand Department System in China

我国大部制改革的序幕已经拉开,交通运输部作为管理交通的主要职能部门,其下属的交通警察机构与公安部下属的交通警察机构在交通管理职能和权限上存在着交叉。在大部制背景下对二者的权限归属进行重构,厘清二个部门之间的交通警察权的权限归属,有利于我国大部制改革的推进,进一步提高行政机关的行政效率。

The reform of China＇s central ministries has been started. The subordinate agency--traffic police organization of the Ministry of Transport, the main functional department of traffic management, conflicts with that of the Ministry of Public Security in both management functions and authority. Thus it is vitally urgent to clarify the ascription of authority of transport supervision, which is helpful in promoting the process of reform as well as improving efficiency of administrative organs.
