政府服务对推进农村女性人口流动的作用及启示——以对新疆“采棉大军”的分析为例

Effect of Government Services on Rural Migrant Women： Case with “The Cotton Picking Army” in Xinjiang

近年来，各级政府为赴疆采棉的女性人口提供了全面周到的服务并积累了许多促进农村女性人口流动的成功经验，这些经验给我们的启示是：在实现农村劳动力转移过程中，政府应当高度重视农村女性人口的流动；政府决策必须增强性别平等意识；必须深入研究符合中国国情的农村劳动力转移方式；要结合转变职能的要求，在促进农村女性人口流动中强化服务功能。

In recent years, different levels of the government have provided comprehensive services to rural women who travel to Xinjiang to pick cotton and accumulated successful experience with assisting rural women to migrate in search of jobs. These experiences show that governments should pay attention to rural women＇s migration in their strategy to promote labor migration. Governments should increase awareness of gender equality and explore ways to promote rural labor migration appropriate to China. They should improve their services to rural women＇s migration as a way to increase their shift to more service oriented functions.
