摘要 计划性节能发电调度以降低电力系统能耗为主要目标,但由于没有考虑电煤运输过程的能耗等因素,不能达到经济学意义上的帕累托效率。文中以短期边际成本定价理论为基础,借鉴韩国日前成本型电力库思想,设计了一种准市场化的节能发电调度模式。该模式基于两部制上网电价机制,以政府核定的机组电量电价排序确定日前交易计划,形成符合节能发电调度思想的调度排序机制;通过设计分类市场,在体现电能不同时段的价值的同时,还有助于促进市场价格稳定。实际算例分析验证了所提出的准市场化节能发电调度模式的优越性。 The main objective of energy-saving generation dispatching is to reduce the use of energy regardless of fuel loss in transport process. Hence, Pareto efficiency cannot be achieved. Based on the theory of short-term marginal cost pricing and inspired by the cost-based power pool in South Korea, a quasi marketization model of energy-saving generation dispatching is designed by taking China' s current electric system into consideration. Adopting the two-part electricity price, the day-ahead exchange scheduling is formed according to the energy price checked by government. Thus, this dispatching sorting mechanism is in accordance with the idea of energy-saving generation dispatching. The classified market based on different types of units not only reflects the value at different times hut also promotes the stability of market price. Practical case demonstrates the superiority of the proposed quasi marketization model of energy-saving generation dispatching.
