Transitional experiences of foreign cities may drop us some revelation. These cities took productive service industry as the breakthrough, developed corresponding services related to manufacture advantage, which not only increased the proportion of service industry, but also promoted the manufacture industry, realized the integrated development of manufacture industry and service industry and got the industrial structure optimized. In the course of developing productive service industry, these cities paid attention to the gathering of special talents, the investment of intellectual capital and human source capital as well as the innovative environment and system.
