摘要
人力资本全球化利益是人力资本在全球进行配置所带来的福利增加。但是,人力资本国际流动带来的世界总体福利的增加并不意味着增加的福利被均匀地分配到世界各国,让世界各国共享。人力资本从发展中国家流向发达国家,发达国家所得到的收益大于发展中国所遭受的损失。但是,从动态的角度,发展中国家仍应该畅通人才资本流动的通道,积极吸引在国外增值后的人力资本返回国内,甚至争取发达国家的人力资本倒流,以期从人力资本国际流动中获取更多收益。
The globalized interests of human power capital are the welfare increase brought forth by the global distribution of human power capital. However, the total increased world welfare due to the international circulation of human power capital does not mean a fair distribution of the increased welfare into each country of the world. The human power capital flows from developing countries to developed countries, and what the latter benefited is more than what the formal lost. From a dynamic perspective, developing countries should keep a free channel for the flow of human power capital, actively attract the human power capital that has obtained extra values to flow back and even get the human power capital to flow from developed countries to developing countries so that more benefits can be obtained from the international flow of the human power capital.
