提升沿边开放的研究——以广西为例

On Upgrading the Opening to the Outside World along Chinese Border Area——Take Guangxi as an Example

文章分析了广西沿边地区的优劣势和面临的WTO和CAFTA等机制,提出了以点带线、以线带面来建立沿边经济合作带的建议。首先从理论上说明了边界"中介效应"需发展到边界的"集聚效应",用以指导边境地区的全面经贸合作,在方式上提出了"双经济特区"以适应跨境合作区的发展,最后从十个方面说明了提升广西沿边开放的措施。

This paper made a suggestion for setting up an economic cooperating belt along the border area with drawing experience from selected units to promote overall work, after analyzing the advantages and disadvantages of the border area in Guangxi facing the mechanisms of WTO and CAFTA. It is theoretically shown that the border ＂communicating effect＂ should be developed to the ＂congregating effect＂, which can be used to direct the economic cooperation in all - round and it is put forward for fitting the development of cooperating zones crossing border that is the new cooperating way of the Bilateral Special Economic Zones, and 10 proposals have been tabled for upgrading the opening to the outside world along the border area in Guangxi.
