For public buildings, HVAC energy consumption is one of the most important factors in all the building consumptions. In this paper, the status and deficiencies of energy conservation monitoring are introduced firstly and the importance of HVAC monitoring is pointed out. The paper also analyzes the common problem in monitoring and pointed out that it is necessary to regulate the energy- saving standards for truly air- conditioning energy - efficient. Also there are many suggestions and measures offered for the government in order to save energy and reduce emission.
