Ten Functions of Democratic Politics in Accelerating the Peaceful Rise of China

"和平崛起"是中国人选择的一条强国之路,也是一项现代化的系统工程。在这项系统工程中民主政治具有最核心的价值和最决定性的力量,它将对中国社会的历史进程产生其它任何力量难以匹敌的推动力。文章认为民主政治对中国和平崛起的巨大作用有:一、能有效地选拔陶造卓越领袖——权力代理人;二、能有效地防止权力腐败和权力庸渎;三、能有效地保障公民权利、实现社会公平正义;四、能有效地良化法制结构实行法的治理;五、能有效地促进经济健康持续发展;六、能更大限度地开发国民智力、提高国民素质;七、能有力地促进科学文化繁荣;八、能更多地提高国民幸福指数;九、能有效保障国家和谐稳定、长治久安;十、能更好地提升国家形象、增加民族美誉度。

＂Peaceful rise＂ is a way to a powerful China opted by the Chinese people as well as a system engineering for modernization, of which democratic politics embraces the most kernel value and the most decisive power and can impart an unrivalled impetus to the historical process of social development in China. The ten functions of democratic politics in promoting the peaceful rise of China are summarized as follows： （ 1 ） the ability of selecting and training prominent leaders-the agent of authority; （ 2 ） the ability to prevent corruption and abuse in power; （3） the ability of ensuring civil rights to realize social equity and justice; （4） the ability of bettering the legal framework and of performing rule by law; （5） the ability of promoting healthy and sustainable economic development; （6） the ability of tapping the potentials of civil intelligence and to enhance the quality of the people; （7） the ability of facilitating scientific and cultural prosperity; （8） the ability of raising the civil happiness index; （9） the abihty of ensuring long-term state safety and stability; and （10） the ability of upgrading the state image and raising national fame.
