Graduation design （thesis） is the last section and key part in university education. To intensify management of the process and implement valid monitoring of graduation design （thesis）, this article systematically explores a frame of quality monitor on the basis of general quality management theory. By means of monitoring and evaluating the process of graduation design （thesis）, the director could get the feedback data, and the quality of graduation design （thesis） would be improved.
