摘要
以2006年-2008年上半年我国环境保护部审查的28个煤炭矿区总体开发规划环境影响报告书为基础资料,重点分析了煤炭矿区规划环评中生态承载力评价的现状。通过分析发现目前在生态承载力评价方面主要存在定位不准确、对定性评价重视不足、指标体系不完善、实用性不强等问题。提出了重新定位生态评价、调整主流评价的结构、完善评价指标体系及提高生态承载力评价有效性等方面的对策建议。
Based on the 28 coal mining area planning environmental impact report reviewd by Ministry of Environmental Protection during the period of whole 2006 to above 2008, the situation and problem of cological carrying capacity assessment in coal mining area planning environmental impact assessment is mainly analyzed. According to the basis of theoretical ecology, we point out some proposals such as re--positioning of the ecological assessment, evaluation of the structural adjustment of the mainstream, and improvement of the evaluation index system and ecological carrying capacity.
