关于构建复合型森林保险体系的探讨

Constructing a Compound Forestry Insurance System

目前林业已进入发展现代林业、建设生态文明、全面推进集体林权制度改革的重要阶段,林业的改革与发展迫切需要保险的支持。通过对我国森林保险现实情况的分析,明确了公共财政扶持在森林保险事业的发育过程中必不可少的作用,进而提出建立"以政策性森林保险为基础,商业性森林保险为补充的复合型森林保险体系"的总体思路,以期通过构建政策性森林保险平台带动商业性保险的开展,逐步建立完善的林业灾害防救体系,保障林业生产,实现兴林富民。

These are critical strategic tasks to develop modern forestry, construct ecological civilization, and promote collective forest tenure reform comprehensively in the new era of China. It is extremely urgent to build a forestry insurance system. Based on the analysis of actuality of the forestry insurance in China, this paper confinned the necessity of the public finance, and provided a new thought to improve the forestry protection system, what is to construct a compound forestry insurance system on the basis of the policy insurance platform, expected to promote the development of commercial insurance, establish gradually a perfect forestry disaster prevention and control system for forestry production and people.
