跨行政区城镇体系的发展与规划——以长江三角洲地区为例

Development and planning of cross-border urban system:a case study of Yangtze Delta Area

从跨行政区城镇体系规划的内涵入手,剖析了我国当前的城镇体系规划制度,划分了当前制度下的跨行政区城镇体系规划的层次;以长江三角洲地区为例,深入探讨了跨省域(省级)城镇体系发展与规划以及跨市域(地级)城镇体系发展与规划;提出了全国城镇体系规划滞后于各省区城镇体系规划,是导致跨省区城镇体系发展与规划不协调的直接原因的观点。

From the point of view of the connotation of the urban system of intra administrative border, this paper analyzes the urban planning system in China, and gives administrative levels to intra -administrative urban planning system. It discusses the development and planning of intra - province urban system and of intracity urban system, and finally proposes the fact that national urban planning system lags behind provincial urban planning system results in disharmony of the development and planning of intra - province urban system.
