1998年,国务院颁布《关于建设城镇职工基本医疗保险制度的决定》,这个里程碑式的文件开启了全国建立城镇职工基本医疗保险的序幕。医保信息化建设也开始大面积兴起。

In 1998,the State Council had promulgated The Decision of establishing Urban Employees' Basic Medical Insurance System.It was the milestone which raised the curtain of establishing the urban employees' basic medical insurance nationally. The informationization of Medical Insurance then has been rising widely.
