SUPERVISION AND MANAGEMENT ON DEVELOPMENT OF MINERAL RESOURCES IN JIANGSU PROVINCE

本文对全省矿产资源开发现状及全省贯彻矿产法的情况进行了全面的总结,指出并剖析了亟待解决的问题。

There are 46 geological and exploration units invoIving eight systems including nonferrous metal,geological and mineral,chemical industry,building materials,light and nuclear industries and petroleum etc.in Jiangsu Province.Since 1987,193 geological and exploration projects have been registered and confered prospecting right,to end the exploration without certificate.The registered units are more than 160 of state-owned mines,6000 of collective mines and thousands of individual sites,of which the rate of giving certificate for state-owned and collective mines are respectively 92.1 and 90.6 per cent.In addition,more than 1800 collective and individual mining units which seriously destroyed resources,land and landscapes or scenic spot were closed down. The section of mineral supervision has mediated more than 1000 pairs of disputes of mining right,stopped activity of wanton mining and strengthened the protection of land resources and scenic spots rely on the provincial and local governments as well as the units of enforcing law by using some effective measures such as limitation and stop production etc.and combi- ning mining with levelling of the land.In order to carry out mineral laws,the provincial departments of finance,judicature,public socurity,coal,salt and taxation cooperate closely and work out many specific measures,perfecting the mineral laws.Meanwhile,as a department responsible for the geological and supervision works of Jiangsu Province the supervision institutions of mineral resources at different levels have been made up in 11 municipalities directly under the provincial government and near 50 counties(municipalities). At present,there exist some urgent problems in the supervision of mineral resources,for example,some people including some cadres know less to the mineral laws;the phenomena of wanton mining and digging still exist in some areas;the supervision institutions at different levels are not joined administrative alignment of provincial government,unfavourably carrying out supervision and management of mineral resources;some enterprises of sate-owned suffer heavy olsses in mineral resources because of unreasonable mining methods.
