On Developing Business Conglomerates and Promoting the Strategic Reorganization of National Economy

改革开放以来，国家制订并实施了一系列推进企业改革和发展企业集团的政策措施，其中效果最为明显的有三个：即“企业集团计划单列”政策，“企业集团财务公司”政策，“企业集团国有资产授权经营”试点政策。作者对这三个政策进行了客观的总结和系统的评价。

ince the reform and opening to the outside world of China,a series of policies and measures have been formulated for promoting the enterprise reform and development of business conglomerates,among which the following three are most obvious;i.e.(1)the policy of business conglomerate specifically designated in the state plan;(2)the policy of the business conglomerate's finance company;(3)the experimental policy of the business conglomerate's national asset management upon authorization.Some objective summaries,systematic assessment as well as constructive suggestions about the above-mentioned three policies are also presented in the paper.
