思想政治教育作为意识形态性的表现方式,通过育人活动表达意识形态,思想政治教育不是意识形态本身,而是一种教育活动。思想政治教育意识形态使命之外,还应须有作为教育活动的教育性目标,即培养人、塑造人,致力于人的全面而自由的发展。教育者是作为思想政治教育的主体,而非是"传声筒"。思想政治教育的育人任务,是对国家、社会和个人三重需求的切合,因而是思想政治教育获得终极目的;也正是培养人、塑造人的需要,思想政治教育对对象的思想政治素质的训练具有基础性、系统性、规范性的特点,这就决定了它的实效性是着眼于长远,着眼于对象的基本素质的形成,而不是立竿见影的。这是作为教育活动的思想政治教育与作为组织激励手段的因时、因地、因势进行的思想政治工作的根本区别。
