摘要
“大经贸”是我国市场经济体制下必然提出和坚持的外经贸发展战略和改革方向。实施“大经贸”战略不仅仅是允许工、农、技、商等企业经营进出口业务,而是市场经济体制下全国外经贸宏观管理战略,创新企业制度、机制求发展战略,优化企业组织形式和增创经营特色的战略,全面加强外经贸法制建设的战略。当前应抓好关键性的工作,进一步转变政府职能,研究制定鼓励“大经贸”发展的政策措施,加快推进外经贸部门直属企业的改革,提高外经贸中介机构的素质。
Abstract“Large Economy and Trade' is the inexorable strategy and Orientation in the sector of foreign trade under China's marketing system.Its implementation is not only a matter of joint efforts of industrial,agricultural,technological and commercial circles in doing export and import business,but also a matter of macro-management strategy under the marketing system for the whole countrys economy and trade to establish new enterprise system,develop potential mechanism,optimize organizational structure,and create operational features.At present,it is imperative to grasp the key,further shift the governmental function,stipulate policies and measures to favor the development of “Large Economy and Trade',Meanwhile,it is equally important to accelerate the reform for the enterprises directly subordinate to the foreign economic and trade departments,and enhance the quality of the intermediary organizations.
