本文通过回顾互联网的发展历程,分析了互联网发展初期单一的技术逻辑随着社会化的过程逐渐受到商业逻辑、社会逻辑和政治逻辑的挑战这一现象,从而理清"互联网治理"概念的逻辑脉络,为后续研究打下基础。

The paper reviews the internet development process, analyzes the condition that the technical logic in the beginning period of internet development is challenged by the commercial logic, the social logic and political logic along with the sociaty development, which is to make clear the logical process of internet governance and to be the base of the later concerned analysis.
