摘要
绿色配额只有在政府强制实现对环境产权有偿初始分配的前提下才能有效发挥引导行为的"限外奖正"作用。由于绿色配额客体的公共属性,初始分配实质上是把社会总体福利置于理性微观主体间的配置,应综合考虑福利的代际补偿成本和个体的代间交易成本,在实行标价限量配置方式下,以边际环境损害为基础,体现交易成本地区差异的定价机制。
Green quota will bring into play when government allocates the environment resources with payment under constraint. Since Green quota has the characters of public goods, the initial allocation is to configure the whole social welfare among rational economic units in fact. So the effective allocation should consider both compensatory cost which is inter-generation and transaction cost which is intra-generation, then implement "price-mark and quantity-limit" pattern and pricing mechanism which shows marginal pollution damage on the basis of the area difference.
