摘要
恰白.格桑旺堆先生是亲生经历西藏新旧两种社会的历史见证人,也是熟悉西藏传统贸易活动的老学者。在西藏和平解放前夕,他曾在西藏地方政府扎基机关任职。西藏和平解放前后,参加了全国工商联第一届至第六届代表大会,参与了在国家有关部门、地区的支援下,在拉萨开展的工商业活动。曾担任过第三届全国工商联常务委员、卫生厅副厅长、人民银行副行长、拉萨市副市长、自治区政协秘书长、自治区政协副主席等职务。文章主要叙述和平解放以前西藏传统经贸、税收、金融以及扎基机关的职能等。
Mr. Qiabai.Gesang Wangdui, a scholar being familiar with traditional trade and business in Tibet, witnesses the old and new Tibet. He worked for Draxi Department of the past Tibet local government before Liberation and, after Liberation, participated a series of trade and business activities in Lhasa. The paper mainly narrates traditional Tibetan trade and business, taxation, finance and the function of Draxi Department.
