A research on safety management and accident emergency management of hazardous materials logistics

本文以预防危险品物流事故发生的安全管理体系和危险品物流事故发生后的应急管理体系为核心,构建了危险品物流管理的总体框架,研究了基于危险性与可操作性分析的危险品物流预防性管理手段,从政府和企业的角度分析了危险品物流的风险管理策略,建立了基于全球卫星定位系统和无线射频识别技术的危险品物流事故应急管理机制。

In this paper a framework is constructed which consists of safety management and accident emergency management of hazardous materials logistics.The preparatory management means to prevent the accident of hazardous materials logistics are proposed based on Hazard and Operability(HAZOP) theory.The risk management tactics are analyzed from the viewpoint of government and enterprise.The mechanism of accident emergency management of hazardous materials logistics is established based on Global Positioning System(GPS) and Radio Frequency Identification(RFID) technology.
