摘要
随着生态环境的严重恶化和自然资源的过度开发,人类的环境保护意识不断增强。在传统公法手段对环境保护失败的情况下,我们开始寻求私法手段的救济。本文从地役权制度对环境保护的必要性入手,提出建立适合我国的环境保护地役权制度。
With the serious deterioration of the ecological environment and over-exploitation of natural resources, human beings was aware of the importance of environmental protection. With the failures of traditional means of public governance on the environment, we began to seek private means of relief.
