摘要
水库设计效益的充分发挥是工程管理部门和各级领导十分关心的问题,黑河金盆水利枢纽工程位于西安市周至县黑河峪口河段,2003年建成蓄水,是一座具有供水、灌溉、发电、防洪等功能的大(二)型水库。由于河源来水的不确定性和预报水平的限制,管理运行较复杂,为保证工程的防洪安全,协调各用水部门的矛盾,合理利用水资源,根据已有的水文资料,通过水量变化规律的分析,研究合理的水库调度方式,科学指导水库调度运行。
Giving full play to the reservoir's design benefits is one of the problems fully concerned by the leaders at all management levels.Heihe Jinpen Hydro Project,located in Yukou reach of Heihe River in Zhouzhi County of Xi'an City,was completed in 2003.It is a large(2) reservoir with the functions of water supply,irrigation,power generation,flood control and others.Because of the uncertainty of water sources,the restrictions of prediction skills and the complex issues of management and operation,the changes of water volume are analyzed,and the operation and regulation ways of the reservoir are studied based on the existing hydrologic data in order to scientifically guide the reservoir's operation,ensure the project's safety of flood control,make rational use of water resources and meet the requirements of various departments.
