Being an important province in China, how well its enterprises fulfill CSR is vital towards the development of its own economy as well as that of the country. Based on a summary of the problems occurred in the fulfillment of CSR by enterprises, the paper offers a universal and pertinent way to promote the fulfillment of corporate social responsibility and the construction of harmonious society.
