Construction and Perfection of Life and Social Protection Mechanisms for Ex-peasant Urban Citizens

随着市场经济、工业化和城市化进程加快,失地转城农民越来越多。失地转城人员的经济来源、生活方式、生存环境和发展空间发生深刻变化,生活成本较前提高,转城人员的就业、发展和生活保障、养老、社会保障等现实问题突出。建立健全社会保障体系,强化就业保障机制,改革与完善征地补偿机制,探索与创新补偿模式和补偿方法,统筹兼顾,构建保证转城人员生活和社会发展的长效保障机制。政府牵头,加大推力,加强社会保障组织建设,有效地组织和引导,为社会保障制度和体系建设提供政策和法律资源,维护转城人员的合法权益。

Along with the process of industrialization, urbanization and the development of market econo- my, more and more peasants lose their land and move into cities to become urban citizens. As great chan- ges have taken place in the income source, living style, living environment and developing space of these ex-peasants, problems concerning their employment, development, life protection and social welfare have become ever-increasingly eminent. It is of great necessity to formulate a sound system for social protec- tion, employment, and land-loss compensation. Local governments should shoulder their responsibility in this respect, providing legal and policy support to safeguard their legitimate rights.
