Close-and-Distant ROK-Japanese Relations:Their Assessment and Prospects

冷战后,韩国积极调整对日政策,努力构建新形势下的韩日关系。由于历史问题和领土问题的掣肘,两国关系的发展并不顺利。经历了金大中政府时期短暂的"蜜月期"后,卢武铉执政后韩日关系出现了严重的倒退。李明博上台执政后着力改善受损的韩日关系,然而,领土争端使刚刚回暖的两国关系再历严寒。尽管如此,维持美日韩三国协调体制,仍然是韩日两国对外战略的首要目标。在美日韩三国协调体制框架下,韩日准联盟关系不会走向决裂。

In the post-Cold War age, the ROK adjusts its policy towards Japan, and works to construct a new ROK-Japanese relationship. Due to their historical and territorial disputes, their relations do not go smoothly. After the Kim Dae-jung Government＇s temporary ＂honeymoon＂,Roh Mu-hyun is in power and the relationship recedes greatly. When Lee Myung-bak assumes the Presidency, he engages in the improvement of the impaired relationship, but the territorial dispute makes their warmer relations colder. However, the maintenance of US-Japanese-ROK coordinated system is still the initial goal for the three countries＇ foreign strategies. Within the coordinated framework,ROK-Japanese quasi-alliance cannot rupture.
