The exploration of rural human resources is the key measure to address the problems facing China＇s agriculture, rural areas and farmers. The major approaches to human resources exploration are education, hygiene and of labor migration and so on, among which education plays the central role. Viewed from budgetary spending on education, the paper focuses on the function of fiscal investment in the rural education development.
