海水淡化产业已逐步成为充满投资机遇的战略性产业,上海能否把该产业作为提升城市竞争力的"新亮点",作为营造区域优势的"蓝海战略",关于这一主题的研究将具有积极的现实意义和战略意义。而对海水淡化产业价值系统和价值链进行深入分析,能准确评估海水淡化产业的价值创造功能以及进行发展战略的选择。文章基于对上海海水淡化产业的市场需求、生产要素的SWOT、相关产业联动效果以及上海区域竞争力的"钻石体系"分析,提出了上海海水淡化产业模块化发展的战略思路以及战略重点。
