浅谈“小业主、大监理”在中国的实现

分析当前中国水电工程监理制度的现状及问题,就业主介入施工活动的程度、监理的工程责任、业主与理伙伴关系的建立和维持等方面,对"小业主,大监理"管理模式在中国的实现进行探讨。

The paper analyzes the status - quo and issues in present hydropower engineering supervision system of China, and gives some thoughts for implementing the management mode of ＂Small Owner and Big Supervision. ＂ in respect of the degree of Owner＇s involvement in construction activities, the Supervisor＇s responsibility and the establishment and maintaining of partnership between the Owner and Supervisor.
