少林地区集体林产权改革模式与效果分析——基于辽宁省阜新市彰武、阜蒙两县的事例

Study on pattern and effectiveness of collective forest property reform in less-forested area——Case study of Zhangwu County and Fumeng County in Fuxin,Liaoning Province

目前,辽宁阜新市的集体林产权制度改革的主体工作已经取得了显著的成效。本文主要基于对阜新市彰武、阜蒙两县,6个乡镇共8个村的林改情况进行调研,并在搜集相关资料的基础上,集中分析了少林地区的阜新市在林改中的改革模式和目前所体现出的效果,对比分析了林改完成前后的林业发展情况、农民生活情况和农村经济发展情况,并总结出该地区林权改革中存在的问题。

Main work of collective forest property reform in Fuxin, Liaoning Province has achieved great success. In this paper,we surveyed data（data of eight villages belonging to 6 towns or countries）about collective forest property reform of Zhangwu County and Fumeng County in Fuxin. Based on data we collected,pattern and effectiveness of collective forest property reform in less--forested area were analyzed and forestry development status,villagers＇ living condition and villages＇ economic development Before and after implementation of the reform were also studied. Problems existed and their causes during the reform were summarized.
