以某油库25 m^3卧式地下汽油罐进行的一次清洗作业为例,用安全系统工程的方法对此次作业进行危险性分析。指出,安全隐患产生的原因有:①油库安全管理混乱;②洗罐安全制度不完善;③操作人员安全意识淡漠;④缺少必要的资金投入。建议应进一步提高油库安全管理水平,加强油库规章制度的建立,以及加强人员安全教育与技能的训练。

Taking a flushing operation of a 25m3 horizontal underground oil tank in an oil depot for example, the article analyzes the safety of the operation based on a method of safety system engineering and pointed out that the reason of safety danger occurred lies in: (1) confusions in oil depot's safety management; (2) further improvement is required for safety rules of tank flushing; (3) indifferent safety awareness of operators ; (4) short of necessary capital input. It is recommended that the safety managing level be raised further; strengthen the establishment of regulations for the oil depot and personnel's safety education and skill training.
