摘要
回顾15年来,海洋石油工业国产化取得的长足进步;实现国产化是一个庞大而复杂的系统工程;目前我国海洋石油工业国产化正面临前所未有的大好机遇;国产化的最基本原则有两个;要实现国产化必须加强统筹规划,加强指导,而联合是实现国产化的最佳途径。
This paper reviews the large step achievements made in the nationalization among offshore oil industry over 15 years. The author considers the nationalization as a large and complex system engineering and the nationalization of Chinese offshore oil industry is facing a very good opportunity. The two basic principles for nationalization are: an overall planning and strong guidance which are essential to realize the nationalization, and domestic alliance which is the optimal path of it.
