高校经济责任制有效性的经济学分析

Economic Analysis on Validity of Economy Responsibility System in Colleges and Universities

高等学校建立经济责任制,是高等教育发展到一定历史阶段的必然选择。但在经济责任制施行过程中,存在不容忽视的问题。从经济学角度构造出的博弈模型分析,认为高校校长真正承担起责任,才能使得各部门更好地履行自己的职责;多渠道的民主监督可以减少因为信息不对称引起的代理成本;建立明晰可行的责任制度,使责、权、利三者紧密结合,推行政务公开以约束权利等是解决问题的主要途径。

Economy responsibility system is an inevitable choice of higher education at a certain stage of development, but some problems can not be ignored in carrying out this system. Analyzing from the perspective the model of game theory famed in terms of economics, thi~ paper puts forward the main ways to solve this problem： the principal should really shoulder the responsibility in order to make every department to carry out their duty better; multi-channel democratic supervision should be formed to reduce the acting cost caused by the asymmetrical information; clear and feasible responsibility system be established to make responsibility, authority and benefits combined closely; government affairs be made public to restrain authority.
