贵州省毕节地区旱情分析与对策

Analysis on Drought & Countermeasures in Bijie Prefecture,Guizhou Province

毕节地区地处黔西北云、贵、川3省交界的乌蒙山麓,区内地形、地貌复杂,各种自然灾害频繁,旱灾是该地区主要的灾害之一,对农业生产构成了极大威胁,已成为制约该地区社会经济发展的重要因素。本文在充分分析该地区旱灾成因、水资源开发利用及存在问题的基础上,对搞好生态建设、水资源的统一管理、《抗旱预案》编制和推行水资源危机管理等抗旱减灾对策提出了具体的建设性意见和看法。

The Bijie Prefecture is located in Wumeng Mountain, northwest of Guizhou Province, borderland of Yunnan, Guizhou and Sichuan Provinces. Its topography is complex. Various natural disasters are frequently. The drought is the one of mainly disasters, which has threatened the agricultural production. It has become the important factor that restricted the social economic development. Basing on fully analyzing the genesis of drought, devel- opment of water resource and existent problems, the article put forward the concrete constructive proposals and outlook to ecologic construction, unified management of water resource, making of 《 preventive plan of drought》 and carrying out crisis management of water resource.
