我国公共产品民营化中的“去公共性”现象研究

The Research of "Public Nature of Public Goods Is Diminishing" Phenomenon in Privatization of Public Goods in China

我国公共产品民营化价值取向扭曲,出现了"去公共性"现象,引发了公平性危机和公共责任危机。表现为政府在相关领域的财政投入不足、部分供给主体的"利益偏好"和部分企业重视经济利益而忽视大众利益。我国教育事业、经济适用房、高速公路收费民营化中出现的"去公共性"现象,主要有理论、技术、企业和政府方面的原因。从强化公共产品公共性的价值理念、加强政府责任、健全法律制度等方面对凸显公共产品民营化中的"公共性"问题进行了几点思考。

Values distorted in privatization of public goods, and ＂the public nature of public goods is diminishing＂ phenomenon appeared. These triggered the crisis of the fairness and the public responsibility in China, which were shown in inadequate financial supply of government in relative area, ＂preferred invests＂ of parts of providers and some enterprises neglect pubic interests for profit. The phenomenon by examining the privatization in education, economic apartments for low-income families and highway tolling, is caused by the theory, technology, enterprises and the government. In order to make ＂the public nature＂ outstanding, such adviees are given as stressing the value of the public nature of public goods, enforcing the government＇ s duty, and improving the legislative system.
