本文介绍了一种调度管理网络的通信系统，分析了系统的构成、协议和状态图，并给出了实现的流程，最后给出了系统的网络设计方法。

A communication system of dispatch management network is introduced in the paper. We analyze its structure,protocol and diagram of state, as well as give flow-chart of system implementation. At last, a method of network design of dispatch system is given.
