摘要
区域创新体系绩效评价是构建有效的区域创新体系中的重要问题,通过创新绩效评价可以确定区域创新体系的运转效率,还可以为进一步完善区域创新体系指明方向。创新分为知识创造和知识应用两个阶段,通过建立区域创新绩效评价模型,运用DEA方法对我国各区域创新绩效进行分析,发现我国大多数区域创新绩效差在应用知识转化成生产力阶段。
Performance evaluation is an important link in constructing the effective regional innovation system IRIS ）. It cannot only identify the RIS efficiency, but also dearly show the direction for the RIS consummation. The paper regards innovation as a process of two stages, i. e. knowledge creation and knowledge application, for which a two - stage model is established. The paper appraises the performance of Chinese regional innovation system based on the Data Envelopment Analysis （ DEA）. It finds that the innovation performance of most Chinese regions is not good in that they merely get stuck in the stage of knowledge application, failing to transform knowledge into productivity. The paper advances some suggestions to improve the RIS performance.
