摘要
非关税壁垒较关税壁垒具有明显的复杂性、分散性、隐蔽性和动态性,这就使得非关税壁垒的量化分析研究进展缓慢。现有研究成果大致可分为三类:即频率工具、价格/成本工具和数量工具,从分析思路、基本定义、应用局限和改进措施等方面,详细评述这三种常用的贸易保护量化分析工具,总体上研究思路比较简洁,计算方法也各有优缺点,实际应用中需综合运用、相互补充。
Non - tariff barriers have more obvious complexity, decentralization, concealment and dynamic than tariff barrier, which may slow down the quantitative analysis of non - tariff barriers. The current study can be divided into three kinds： frequency tool, price/cost tool, and quantity tool. This paper particularly reviews these three analysis tools in terms of analysis thought, basic definition, application localization, and improvement measure. In general, their basic ideas are all relatively simple, and the calculation methods also have merit and defect, so they should be applied synthetically and complement each other.
