政府绩效管理中的全程参与模式探析

Study on Full Participation Model of Government Performance Management

本文运用现代公共管理的相关理论,比较系统地分析了在政府绩效管理这一新型科学管理模式运行的全过程中,实行有效的组织参与和公民参与,对于提升绩效管理效能的重要价值,并在此基础上提出了政府绩效管理的全程参与模式。这一模式建立在政府绩效管理的三个基本环节之上:绩效决策、绩效实施和绩效结果控制。通过这一全程参与模式,有助于提高我国政府绩效管理的科学性和民主性,建立高效能的政府组织。

By exploring the great significance of efficient organizational and citizen participation in the improvement of government performance management, the paper proposes the＂ Full Participation Model＂ of government performance management based on modern public management theories. This model builds on three basic phases of government performance management ： performance decision , performance implementation as well as performance result control. Through this full participation model, it can help to make the government performance management more scientific and democratic, and to establish a high - effective government organization.
