水产品质量安全政府管制的经济分析

Economic Analysis on Government Regulations of Aquatic Product Quality and Safety

水产品对优化人类食物结构、减少对粮食的消耗、缓解粮食生产压力都具有积极作用。本文认为,由于水产品生产外部性属性、信息失灵问题和水产品消费有限理性等决定必须要加强对水产品质量安全管制。我国当前对水产品质量安全政府管制中存在管制部门缺乏协调、检测技术水平不高和水产业组织作用不大等问题,要对管制部门进行合理分工,发挥地方政府和产业界的作用,才能改善我国水产品质量安全。

Aquatic product is very important for optimizing food structure, reducing foodstuff depletion and supply stress. The problem of aquatic product quality and safety happens frequently in China, therefore, many researchers strengthen to study the problem of aquatic product quality and safety in theory and practice. Based on the theories of public economics and government regulation, the paper analyzed the current situation of the non - interoperability, low inspection technology and other problems in government regulations for aquatic product quality and safety. In the last, the paper puts forward some suggestions to resolve the problems such as the rational labor division, larger and better functions ofloeal governments and industrial society and so on.
